They are 17 and cannot take legal action over an avatar due to vrchat TOS. If the avatar is uploaded to vrchat than that avatar is owned by vrchat. They lost the rights the moment you upload it.

just so you guys know, if you have this avatar from here and uploaded, the creator will come after you and give you their whole life story (which has nothing to do with digital marketing or creating avatars) and then they warn you before taking actual legal action. it happened to my friend so please be careful and do not wear it in public worlds.

Some toggles/parts are missing. In the previews, you are able to get her to be in pasties and underwear. Although, in unity you cannot get her down to those layers since they are missing.
