I fixed the toggles by clicking on the Ovis file -> Vrc Avatar Descriptor -> Playable Layers Swap FX from None to VRCFury FX for Ovis_Clone_

i fixed the model by going to all the toggle related animations and turned off the loop time option. Also make sure the FX, Action, and Gesture layers are all on the "Ovis_Clone" option to the corresponding slot in the playable layers. the model as it is IS BROKEN, i had to try a good amount to fix it, though i do believe the post here by Rose18 helped. im not sure if my fix will help anyone but i did get an upload through

Idk if I messed something up but I can't find the clothing toggle in the menus I checkedy project and can't seem to find the menu or toggles for the clothes any suggestions?Oh and the interactions don't seem to work for quest but I doubt there's an easy fix for it

Okay so, I have done everyhting every one has said and
1. When you load into VRC, your arms are in the air when you are on your headset,
2. None of the toggles work,
3. Gogoloco works/ but it spawns you into the ground.

That might be your problem too. The fx layer should be called VRCFury FX for Ovis_Clone_

The avatar isn't broken. Just make sure you are using the 2019.4.31f1 unity.

If you are using vcc then you will have to downgrade to the 3.4.2 Vrchat sdk base and avatrs. I underlined to specify here.

Once its loaded you'll need to go to packages then to Vrchat package resolver tool then delete everything in the file named resolver. or you can just delete the folder itself. Then everything should work normally.
