You are not wrong, its written on the official meta quest site the headset is 13+ but the thing is the age limit is set by country. In the terms of service ive read the limit is set to 16+, my german friend shared information that he found the same age limit.

IN the end it just depends on the country.

BreadWithCereal, Parents cannot create an account for a child under 10 and children under 10 cannot use Meta Quest 2 and 3. Notably, parent-managed accounts are only available on Meta Quest 2 and 3. This means children under 13 cannot use Meta's other VR headsets where parent-managed accounts are not available.

I am gonna share fun fact of my own, i recently read TOS of quest and it states that to own any vr headset you gotta be 16+ its in the terms of service, so all the squeakers in vrc are breaking TOS and could get into trouble, even if vrchat is 13 + you could legaly only play it without headset when you are under 16.

I don't know what it is with the complaints lately but consider the following, are they;
-Still getting support anyway despite it being leaked
or
-Providing a very bad service for the consumer
The latter being the biggest reason people do this and is more justified if the creator is a dick about it.
