I'm sure this comment will be downvoted, but I don't care for child play. This, in my opinion however, is just gross. Yes, Hoyolab, the social media app for gacha games like Honkai and Genshin, generally place her around 20. This is an ongoing problem in the gacha community though as there have been multiple child-like looking characters that are somehow adults. So yes, she's technically legal in canon terms, but the community and developers themselves are just as gross as anyone who would want this or to wear it and do NSFW things.
