Ponyplay harness from Bondutopia for the rex.
If you want to attach the hooves to the avatar but dont want to use blender then just make a separate body and misc material and texture and make the feet and hands invisible thru a drawing program. I recommend substance painter to make it as easy as possible.

The gear has 'blendshapes' to make it fit the avatars various shapes for that perfect fit (including female and muscled!) The Bridle supports all visemes and face-tracking blendhsapes. The bridle can also have its jaw chain hidden and the blinkers can be splayed/narrowed or hidden as well.
Some mesh modification skill may be required by the end-user to modify the original avatar; most notably separating the arms and legs into their own meshes so they can be hidden/removed while the hooved sleeves are on.
